The spell caster hit rating pre patch 3.0.8 is listed on this page.

I specify pre 3.0.8 because looking at the patch notes, it looks like if arcane mages want to put 8 points in frost, they can gain an extra 3% passive hit rating from the spell now knowns as elemental precision, will then be known as precision and will effect all spells.
